Allen has worked in the field of development consulting, land use planning, and permit expediting since 2006. His experience in project consultation and management includes a wide variety of residential and commercial projects, hospital campuses, master planned/Specific Plan communities, and governmental projects in the Los Angeles area, ushering these projects from the due diligence stage, through the entitlement/CEQA stage, and finishing with the clearance/permitting stage. Allen’s career has provided him knowledge and expertise in land use entitlements, subdivision maps, CEQA, building permits and agency clearances, public hearing representation, community and political outreach, lobbying, and navigation of the Municipal Code. Allen has also found success in working with multi-disciplinary teams, finding solutions to development issues, and working efficiently within various time constraints and budgets. Allen’s current flagship project at KW&A is the major $5.5 billion LAX Automated People Mover (APM) project, a 2.25-mile elevated guideway with six stations, that is the centerpiece of Los Angeles World Airports’ Landside Access Modernization Program. Allen is a graduate of the University of Southern California with a B.S. in Public Policy, Management, and Planning.
