Frank recently retired from the City of Los Angeles, Department of Building and Safety (LADBS) and has joined the KW&A team. With nearly 25 years of experience with the City of Los Angeles and more than 40 years of experience in the construction industry, Frank provides KW&A with top-level knowledge of building and development related codes as well as expertise of policy and procedural implementation at LADBS. While at LADBS, Frank served on the executive management team as the Director of Government and Community Relations, overseeing department functions such as, Development Services Case Management, Board of Building and Safety Commission, Building and Zoning Code Studies and interdepartmental and elected official liaison and problem resolution service. Prior to that assignment, Frank served as the LADBS Code Enforcement Asst. Bureau Chief where he oversaw all LADBS Code Enforcement functions and a staff of over 170 code enforcement professionals.
