Our Team

Kimberlina Whettam

Founder

Kimberlina Whettam has a strong track record managing real estate developments from conceptualization through completion. Specializing in due diligence research and project analysis, management of the entitlement, public hearing, and development permit and expediting process, Kimberlina leverages her strong governmental and industry relationships to facilitate project approvals in a timely and cost-effective manner. She draws on her public service background to bring more resources to bear as she coordinates and negotiates with community-based organizations, elected officials, and government agencies to help move development projects through the regulatory process.

 

Prior to entering the private sector, Kimberlina was Chief Planning & Environmental Deputy for Los Angeles City Councilmember Jack Weiss. In a district which included Los Angeles’ Westside and parts of the San Fernando Valley, Kimberlina managed publicly funded capital improvement projects and conducted community outreach on both public and private development projects throughout the district. While with Councilmember Weiss, Kimberlina created the Los Angeles Department of Building & Safety’s green building incentive program, and she negotiated and secured local community support for the Van Nuys Airport Masterplan, allowing for the modernization of the world’s busiest general aviation airport.

Rosemary Medel

Senior Planner

Rosemary Medel joined KW&A in May 2015 as senior planner, project coordinator and permit expediter. She brings 25 years of City Planning experience from the cities of Cypress, Signal Hill, and Huntington Beach. As the Associate Art Director for Urban Futures Consultants she specialized in façade improvements and signage programs. Serving as the Planning Commissioner for the City of La Habra helped her understand the information needs of decision makers. She now prepares applications, submits key land use-related filings to city departments, and presents at public hearings and neighborhood councils on behalf of KW&A clients. Rosemary is a graduate of Cal State Fullerton with a Bachelor of Fine Arts in Environmental Design, and is a licensed Realtor and published author.

Rick Garrido

Senior Project Coordinator

When asked what experience you need to get into permit expediting, Rick’s favorite response is “a lot of years on your feet”. As proof of that, Rick’s career has been an eclectic one, with turns as a Controller, Commercial real-estate agent, and EMT. Rick has been working in the development consulting and permit expediting profession for the past 11 years, and has been with KW&A since 2010. His expertise is in large commercial projects including adaptive re-use, high-rise, multi-family, and subdivisions, and he’s managed such projects as the Columbia Square development in Hollywood and the new LAX Central Utility Plant.

    Emiko Isa

    Senior Project Coordinator

    Emiko has a background in urban planning and has been expediting permits and other land use approvals in the City of Los Angeles since 2003.  Her experience includes multi-family residential and commercial projects including offices, retail, restaurants, theaters, hotels, mixed-use developments, and warehouses.  She can help in any stage that the project is in at the City, from planning to final inspections, and with whatever permitting developments or agencies are involved.  Emiko has lived and worked all over the City of Los Angeles and loves being part of its redevelopment and revitalization.  She has a Masters in Urban Planning from the University of Southern California.

      Kory Kipp

      Project Coordinator

      Kory has worked in the building industry since 1997 and has been with KW&A since 2008, focusing on projects that include single family homes, mixed-use commercial, tenant improvements, revocable permits, airport lounges, health department, the Hotel Bel Air, and more. He maintains a daily presence at LA City Facilities working to obtain project approvals.

        Kara Tavanlar

        Project Coordinator

        An experienced project coordinator and expeditor, Kara works with architects, consultants, vendors, clients, contractors, and jurisdictional agencies to obtain department & agency approvals on behalf of KW&A clients. With extensive experience in preparing all documentation for construction projects involving single & multi-family dwellings, mixed-use, and commercial developments, Kara is an expert at straightening out and resolving complications between Design Teams and Building and Safety Personnel. She also serves as an owner/developer’s representative at key public hearings. Kara studies construction management and is proficient in CADD.

        Grisselda Hernandez

        Project Coordinator

        Grisselda Hernandez, a civil engineer by training, is well-versed in technical data and CADD support. Grisselda’s work at KW&A focuses on permit expediting and project clearances, providing her engineering expertise on behalf of KW&A clients. Grisselda is a member of many professional organizations, including the American Society of Civil Engineers, the Society of Women Engineers, and the Society of Hispanic Engineers and Science Students.

        Carrie Lopez

        Project Coordinator

        Carrie brings her expertise from working for over 20 years in the architectural field to KWA. She has worked on a wide variety of commercial, retail and healthcare projects; coordinating with clients, user groups and multiple jurisdictions. She is a graduate of the Fashion Institute of Design & Merchandising in Los Angeles.

        Cason Hall

        Project Coordinator

        An Urban Planner by training, Cason brings her research and analytical skills to support the entitlement and permit processing needs for the wide variety of KWA clients. She has worked on numerous permit expediting and clearance projects for various commercial, residential, and institutional clients. Cason received her Environmental and Urban Studies degree from Bard College, attended the Pratt Institute and completed post graduate studies at UC Berkeley.

          Jesse Cardoza

          Preliminary Plan Checker

          Jesse holds a B.S. in Civil Engineering from California State Polytechnic University, Pomona and has completed graduate level coursework in structural engineering at California State University, Long Beach. Jesse is a Registered Civil Engineer in the State of California and is an ICC Certified Plans Examiner. He is a member of the International Code Council and the American Society of Civil Engineers. Upon graduating from CSU Pomona, Jesse spent four years with the City of Los Angeles Department of Building and Safety as a plan check engineer. During his time there, he reviewed construction documents to determine compliance with zoning, residential, and building code requirements for a wide range of projects. Currently, Jesse is an Associate Plan Check engineer with the City of Irvine, where he reviews construction documents to determine compliance with residential, building (including handicap accessibility), green building standards, and energy efficiency code requirements. Jesse has experience reviewing construction documents for a range of projects, including new residential (i.e., one/two-family dwellings and multifamily dwellings) and commercial construction, residential and commercial additions, commercial tenant improvements, and use of land permits.For KWA he provides part time code consulting, preliminary plan check services and overall solution strategies for plan check to permit project issues.

            Eric Bruget

            Controller

            As a licensed CPA with over 20 years of experience, Eric serves as the firm’s Controller. He holds a BA in Business Economics from UC Santa Barbara and has a wide variety of experience in many difference industries including public accounting, construction, energy, real estate development and land use planning.

            Jessica Hersh

            Bookkeeper

            Jessica serves as the Office Administrator and Bookkeeper for KW&A’s Valley Office since 2014. Her duties include working with clients, vendors, managing billing, payroll & collections. She is our liaison for all banking and credit card matters. Jessica provides important general office support and great customer service for all of our project team members. She previously worked as a receptionist for a contracting and landscaping company.

            A boutique development consulting firm with 24 years of experience, KW&A’s six-member team in Downtown Los Angeles keeps a strong presence at City buildings on a daily basis, and has the manpower and resources to meet tight deadlines and to provide ongoing project support.

             

            KW&A manages projects from start to finish: beginning at the design phase, through entitlements, plan check with local planning departments, clearances from local agencies, permit issuances and inspections, and through the final issuance of the certificate of occupancy allowing the project to open its doors for its residents, employees, or customers.

             

            With local government approval processes becoming more complex, it is more important than ever to work with KW&A to facilitate timely approvals to meet hard project deadlines.  KW&A leverages its strong background in City government to bring the needed resources to get projects approved, and approved quickly.

             

            KW&A knows it takes commitment, organization, knowledge, and a strategic approach to get the right answers. When the approval process is inconsistent and unclear, KW&A works closely with senior City staff to monitor code interpretations to provide our clients with the most accurate, up-to-date information for their development projects.
